Section 67 of Railway act prescribes that:-

1. No person shall take with him on a railway, or require a railway administration to carry such dangerous or offensive goods, as may be prescribed, except in accordance with the provisions of this section.

2. Non person shall take with him in a railway the goods referred to in sub-section (1) unless he gives a notice in writing of their dangerous or offensive nature to the railway servant authorized in this behalf.

3. No person shall entrust the goods referred to in sub-section (1) to a railway servant authorized in this behalf for carriage unless he distinctly marks on the outside of the package containing such goods their dangerous or offensive nature and gives a notice in writing of their dangerous or offensive nature to such railway servant.

4. If any railway servant has reason to believe that goods contained in a package are dangerous or offensive and notice as required under sub-section (2) or sub-section(3), as the case may be, in respect of such goods is not given, he may cause such package to be opened for the purpose of ascertaining its contents.

5. Notwithstanding anything contained in this section, any railway servant may refuse to accept any dangerous or offensive goods for carriage or stop, in transit, such goods or cause the same to be removed, as the case may be, if he has reason to believe that the provisions of this section for such carriage are not compiled with.

6. Nothing in this section shall be constructed to derogate from the provisions of the Indian Explosives Act, 1884 (4 of 1884), or any rule or order made under that Act, and nothing in sub-sections (4) and (5) shall be constructed to apply to any goods entrusted for carriage by order or on behalf of the Government or to any goods which a soldier, sailor, airman or any other officer of the armed forces of the Union or a police officer or a member of the Territorial Army of the National cadet Corps may take with him on a railway in the course of his employment or duty as such.

However passengers tend to carry inflammable and dangerous materials like firecrackers, petroleum products, explosives etc., resulting in fire accidents and loss of human life.

Suggest solutions for reducing fire accidents due to carrying of inflammable materials by passengers.

1. Security check in with boarding pass one hour before expected departure of the train 2.Check in baggage like in airports to be kept in separate compartments. 3. Entry only to passengers to the railway stations small or big. 4. CC Cameras. 5. Communication system for the passengers with the Engine driver and the Guard. 6. Automatic doors for compartments to avoid unauthorized persons entering the compartment 7. Restriction of baggage allowed into the compartment. 8. Separate dining cars.

modi Ji government money is wasted in making of Chandigarh Ludhiana rail link. only one train is from Punjab to Chandigarh that is Amritsar Chandigarh express. so we request u sir that abohar to Chandigarh via fazilka ferozepur Moga Ludhiana mohali is urgently required in early in morning reached at office timings in Chandigarh. back to Abohar in late night. this will benefit whole Punjab.

1) 1-tier Airport like security check at railways to monitor materials as mentioned by fellow citizens earlier. 2) Stricter enforced fines 3) Every boogie on train should have CCTV. 4) Use modern day portable Chemical analyzer which can detect chemicals with a swab test. 5) Limitation of baggage per person, if carrying extra baggage then it should be mentioned at the time of purchasing the tickets. 6) Use of K-9 or dog squads who sniff out these dangerous materials.

Why don't we have Security Checks at all Tier 1 and 2 Railway Stations and have a list of permitted items inside the trains. But I guess it would not be implemented unless we, the citizens follow the rules created by ourselves honestly.

I want our finance minister to seriously consider about the usage of National investment fund exclusively for the development of Indian railway. As this sector is always facing crunch of resources it will help in its development. From financial year 2014-15 there will be better management of fiscal deficit,as expected from you so you have a option to create a professional body to look after the proceedings of NIF that can use money for generating profits and prove to resource base 4 railways.

There should be one solution for avoiding such accidents,that each compartment must have leakage detection system which avoid any hazardous cause.There are lots of detection system using sensors to sense fuel level or leakage gas or anything else which may causes accidents.So use such kind of electronics circuitry.
