Section 67 of Railway act prescribes that:-

1. No person shall take with him on a railway, or require a railway administration to carry such dangerous or offensive goods, as may be prescribed, except in accordance with the provisions of this section.

2. Non person shall take with him in a railway the goods referred to in sub-section (1) unless he gives a notice in writing of their dangerous or offensive nature to the railway servant authorized in this behalf.

3. No person shall entrust the goods referred to in sub-section (1) to a railway servant authorized in this behalf for carriage unless he distinctly marks on the outside of the package containing such goods their dangerous or offensive nature and gives a notice in writing of their dangerous or offensive nature to such railway servant.

4. If any railway servant has reason to believe that goods contained in a package are dangerous or offensive and notice as required under sub-section (2) or sub-section(3), as the case may be, in respect of such goods is not given, he may cause such package to be opened for the purpose of ascertaining its contents.

5. Notwithstanding anything contained in this section, any railway servant may refuse to accept any dangerous or offensive goods for carriage or stop, in transit, such goods or cause the same to be removed, as the case may be, if he has reason to believe that the provisions of this section for such carriage are not compiled with.

6. Nothing in this section shall be constructed to derogate from the provisions of the Indian Explosives Act, 1884 (4 of 1884), or any rule or order made under that Act, and nothing in sub-sections (4) and (5) shall be constructed to apply to any goods entrusted for carriage by order or on behalf of the Government or to any goods which a soldier, sailor, airman or any other officer of the armed forces of the Union or a police officer or a member of the Territorial Army of the National cadet Corps may take with him on a railway in the course of his employment or duty as such.

However passengers tend to carry inflammable and dangerous materials like firecrackers, petroleum products, explosives etc., resulting in fire accidents and loss of human life.

Suggest solutions for reducing fire accidents due to carrying of inflammable materials by passengers.

A DEDICATED phone no.should be provided & publicized at Stations & in trains so that any co-passenger can report about any OTHER passenger carrying inflammable AND the passenger lodging such specific report should also be given suitable CASH Rewards by Rly. after the inflammable material is seized by the Railway based on such reports.

sir we see at our railways the security systems are very weak. as i saw at our railways stations we have all the thing but they are not arrange in a right manner.so first thing we have to arrange our security system,railway system in a proper system. In railways their are many exit and entry way so first we make sure their are only one entry and exit gate that help police to check properly to all passengers. The police man which giving his duty on station must be active like airports.

A very urgent improvement required in Railways is to provide solid covering (slabs) over all underground passes i.e. where the track crosses a road below At present the traffic below bears the dirty matter over their heads when any train passes over the track above

apart form security first we havfirste to clean the tracks and stations.. make strict rules because we indians dont like to keep things clean.celar the flles from minstry start the new projects in time bound period.. get FDI in railways it is the faster way to get enough funds

We have seen the most disaster scenario of indian Railways by way of unhygienic and lack of cleanness. I strongly believe that the Govt should install dustbin in all the coaches and a very well maintained staff to keep the coaches very clean and update.

The single most important thing which railways ought to do is to electrify all the routes.instead of electrifying 500 Kms per year,it should accelerate to 5000 Kms per year. Electric trains on all routes will save as much as 10000 crores net every year. This is based on current practice of buying electricity from electricity boards at around rs 7 per kWh.it should buy electricity from ntpc or any other producer ,who will give for less than rs 3 per unit .

There will technologies which can be deployed, when a person enters platform, scanner will scan the items. Same when he/she enters the coach. Automatic doors should open only on platform side.

Similar to Canal Solar Power Project, why can't we place solar panels on top of train coaches? This will help reduce pollution, fuel costs, and is an abundant source of renewable energy

Rly. needs huge funding for secutity, modernization & so on. Existing sources of income are limited. PPP model is not encouraging. Fare may be modified so that fare will increase in proportion to the distance travelled ( per K,M,) This will slightly increase the revenue. The surplus rly. land may be auctioned after keeping the land needed for future expansion. The fund collected should be strictly used for creation of permanent assets.Whatever announced in the budget should be implemented.
